NEW JERSEY PROGRAMS
Community Solar
Community solar is for anyone who wants to benefit from solar energy generation without installing panels directly on their roofs. This is an ideal opportunity for renters, homeowners with shaded roofs, or anyone else that is unable to install their own solar array on their property to participate and benefit from the generation of renewable energy.
Low-Income Home Energy Assistance Program (LIHEAP)
Low-Income Home Energy Assistance Program (LIHEAP) provides: Heating grants for gas, electric and deliverable fuel customers; Funds for heater repair and replacement; Emergency grants to avoid disconnection after WTP ends; and Medically necessary cooling grants to help with air conditioning costs. Families can complete one application and receive benefits from both USF and Low-Income Home Energy Assistance Program (LIHEAP) programs at the same time.
NJ BPU Customer Assistance Hotline
Provides assistance to those in danger of utility service disconnection or who have a complaint about their current utility company and cannot resolve the issue with the company directly.
Comfort Partners Program
The New Jersey Comfort Partners Program is a free program that helps income-eligible customers reduce their utility bills through implementing cost effective measures which save energy and money while improving their home’s safety and comfort at no cost to them. Through the Comfort Partners Program BPU and electric and natural gas utilities partner with customers to reduce energy use and utility bills, improve comfort, and increase the health and safety of homes. The Comfort Partners Program has helped over 126,000 families.
Payment Assistance for Gas and Electric
The Payment Assistance for Gas and Electric (PAGE) Program provides relief of up to $700 on gas and electric bills for low- to moderate-income New Jersey households. Those who are income eligible for USF should apply for USF first before seeking supplemental assistance from PAGE.
Winter Termination Program (WTP)
The Winter Termination Program (WTP) is a program through BPU that protects low-income customers from disconnection of electric, gas, water and wastewater service from November 15 – March 15. To ensure WTP protection, residents can contact their gas, electric and water utilities. Shutoff protection does not mean bill payments are forgiven – utility assistance programs are available to residents behind on their bills.
Family Connects NJ
Family Connects NJ is a new program that connects parents with a specially trained nurse for a personalized follow up visit at home within the first two weeks after their child’s birth. Visits are offered to all families at no cost, regardless of income, insurance or immigration status.
Qualifying Counties: Family Connects NJ is available in Essex, Middlesex, Mercer, Gloucester and Cumberland Counties
NJSave
NJSave is an online application to help low-income seniors and individuals with disabilities save money on Medicare premiums, prescription costs, and other living expenses.
Connecting NJ
A county-based, single point-of-entry system that simplifies and streamlines the
referral process for obstetrical and prenatal care providers, community agencies, and families.
NJFamilyCare
NJ FamilyCare is federal and state funded health insurance program created to help qualified New Jersey residents of any age access to affordable health insurance. NJ FamilyCare is for people who do not have employer insurance.

Online application system for New Jersey’s Supplemental Nutrition Assistance
Program (NJ SNAP) and WorkFirst NJ (WFNJ) programs
Cover All Kids
Cover All Kids is an initiative to reach all uninsured children in New Jersey under the age of 19. It provides NJ FamilyCare coverage to all income-eligible kids in New Jersey. As of January 2023, New Jersey has expanded coverage to all income- eligible children, regardless of immigration status. Cover All Kids became New Jersey law in 2021 (P.L. 2021, c.132).
Temporary Disability
Temporary Disability Insurance provides cash benefits to New Jersey workers who have to stop working due to a physical or mental health condition or other disability unrelated to their work. The healthcare provider certifies how long you need to recover from your medical condition, up to a maximum of 26 weeks. Most employers in New Jersey are required to have Temporary Disability Insurance for their employees.
Family Leave
Family Leave Insurance provides New Jersey workers cash benefits to bond with a newborn, newly adopted, newly placed foster child, or to provide care for a seriously ill or injured loved one. While most New Jersey workers who take family leave are covered under the State’s family leave program, some employers provide Family Leave Insurance through a plan with a private insurance carrier instead. If you are not sure about your coverage, ask your employer.
Senior Freeze (Property Tax Reimbursement)
The Senior Freeze Program reimburses eligible senior citizens and disabled individuals for property tax or mobile home park site fee increases on their principal residence.
Child Tax Credit (CTC)
Beginning in Tax Year 2022, a new Child Tax Credit (CTC) provides a refundable credit for families earning up to $80,000 per year. It ranges from $100 to $500 per child age 5 or younger for taxpayers who meet the income requirements.
StopOverdosesNJ
In January 2023, Governor Murphy announced a nation-leading program to allow anyone 14 years or older to acquire naloxone anonymously and at no cost at participating pharmacies across New Jersey. This website provides information on using naloxone and for pharmacies to participate.
ReachNJ
ReachNJ is a central call-in line for New Jersey residents who are looking for help with a substance use disorder (SUD). Each call to ReachNJ is answered by a live person in the first 30 seconds. Trained staff will screen callers to identify their exact needs, are able to provide referrals to supportive services and a seamless connection to a local treatment provider. ReachNJ serves NJ residents of all ages regardless of insurance status or ability to pay.
Division of Mental Health and Addiction Services
Psychiatric advance directives are a legal instrument that may be used to document a competent person’s specific instructions or preferences regarding future mental health treatment. Psychiatric advance directives can be used to plan for the possibility that someone may lose capacity to give or withhold informed consent to treatment during acute episodes of psychiatric illness. The Division of Mental Health and Addiction Services currently contracts with a vendor to manage and maintain a voluntary, secure internet-based registry for Psychiatric Advance Directives (PADs) for New Jersey residents. There is a web-based registry, available 24/7.
988 Suicide & Crisis Lifeline
988 is the nationwide 3-digit dialing code for Mental Health Crisis and Suicide Prevention. 988 connects people to the existing National Suicide Prevention Lifeline. Compassionate, accessible care and support will be available for anyone experiencing mental health-related distress, thoughts of suicide, mental health or substance use crisis. People can also dial 988 if they are worried about a loved one who may need crisis support.
